Why inspection procedures do not carry disposition judgement

An inspection plan tells you what to measure, with what, and to what tolerance. A gauge R&R study tells you whether the measurement is trustworthy. Both are necessary and neither addresses the question that consumes an inspector's day.

That question is what to do about a part that is marginal. Answering it requires knowing what the deviation does at the next operation, at assembly, and in service — and that knowledge exists as accumulated precedent held by whoever has been in the role longest. When they leave, the plant either scraps good parts or passes parts it should not, and both are expensive in different directions.

ASME Y14.5, AS9102 and the nonconformance record

Inspection works to GD&T under ASME Y14.5, AS9102 for aerospace first articles, and the plant's nonconformance and MRB processes under ISO 9001 or AS9100. ASQ certification is the common professional marker.

The nonconformance record captures the decision and its authoriser. It does not capture the reasoning, which means the next inspector facing the same feature has the precedent's outcome without its logic — and outcome without logic is how precedent gets misapplied.

Does recording an inspector's reasoning expose them?

Inspectors are the people who say no, and they are used to being second-guessed by production, by sales and occasionally by their own management. A recording of their reasoning could reasonably look like more exposure.

It is worth putting the opposite case, because it is the stronger one. An undocumented call is the one that gets questioned later with no defence. A recorded rationale protects the inspector at least as much as it protects the company — it is the difference between "he passed it" and "here is why it was passed, and it was right."
