Why nuclear procedures do not carry execution knowledge
A nuclear plant runs on procedures, and rightly so. Work is authorised by a work package, controlled by a clearance order, and verified step by step. The procedural culture is the strongest in industry and nothing here suggests loosening it.
Procedures specify what must be done and in what order. They do not, and cannot, specify how a crew stages tooling to save twenty minutes at dose, which fastener always fights, or how the job was recovered the last time it went wrong at two in the morning. That is execution knowledge, and in a shrinking licensed population it is exactly what leaves.
Nuclear workforce: a growing sector on a shrinking operator base
The US Department of Energy projects a need for 376,000 nuclear workers by 2050, and reports the nuclear workforce grew 5.7% between 2024 and 2025. The sector is expanding.
The licensed operator population is not. The US Bureau of Labor Statistics projects nuclear power reactor operators declining 15%, from 5,700 in 2024 to 4,900 by 2034, with a median annual wage of $122,610 as of May 2024. Nuclear operations run under NRC operator licensing in 10 CFR 55, radiation protection and ALARA under 10 CFR 20, quality assurance under 10 CFR 50 Appendix B, and INPO standards on top of the regulatory floor.
This regime is why the deployment question here is procedural rather than commercial. Whether a recording made inside a controlled area is training material or a quality record is a decision for the station's QA organisation to take deliberately and document, before the first unit is worn — not something to discover during an audit.
