Why operator qualification records do not transfer the task
The operator qualification rule in 49 CFR 192 Subpart N is unusually well aimed. It requires demonstrated ability on each covered task, with re-evaluation intervals and abnormal-condition recognition built in. Pipelines have better task-level records than most of industry.
What an OQ record establishes is that a named person can perform a named task to a standard. It contains nothing about how the most reliable technician on the system actually sequences that task, what they check between steps, or which station has a quirk everyone works around. That is the gap capture fills, and it sits alongside OQ rather than competing with it.
