Why utility succession planning does not transfer the knowledge
Most utilities plan this well on paper. AWWA reports that 63.4% of water utilities have workforce planning — recruitment, retention and succession — either fully implemented or in progress. The discipline is real and the pipelines exist.
What none of it moves is site knowledge. A qualified new operator arrives knowing the standard; they do not know that this breaker sticks, that this unit surges at a particular load, or which of two identical-looking devices is the one that matters. That is learned by standing next to someone, and it is lost when there is nobody left to stand next to.
Energy workforce data: concentration, not a cliff
Sector-wide, the US Department of Energy counted 8.5 million energy jobs in 2025, 5.4% of all US jobs, and Manpower found 76% of energy and utilities employers reporting a talent and skills gap inside their existing workforce (2024) — against 70% of US employers overall.
The retirement framing needs care, because the sector's own bodies reject the cliff. AWWA's 2025 benchmarking survey puts 21% of utility employees within five years of retirement eligibility with a 9% average vacancy rate, and NRECA reports electric co-op retirement eligibility at 9.7%, the lowest since 2016. AWWA's chief executive puts it plainly: retirements have not happened all at once, and utilities adapt.
Which is why the useful question changed. In AWWA's framing the problem is no longer how to replace retiring workers — it is how to stop institutional knowledge disappearing with them.

NERC, operator qualification and the records that prove the wrong thing
Energy work runs against NERC reliability standards on the bulk system, operator qualification regimes under PHMSA for pipelines and gas distribution, NRC licensing in nuclear, and state commission oversight throughout. Each sub-sector page below names its own.
They share a shape. Every one of these regimes documents that a qualified person performed a task correctly. None of them captures how that person decided what to do — which is the part that does not survive their departure.
Will union crews accept being recorded?
This is the constraint that decides whether a programme happens at all. Energy and utility work is safety-critical and, in much of this space, heavily unionised. A recording device arriving on a crew truck will be read in that context.
