Why PSM procedures do not carry turnaround execution knowledge

A refinery under PSM holds written operating procedures for startup, shutdown, normal and emergency operation, all current and all trained. The procedural base is strong and is not the problem.

Procedures specify sequence and setpoints. They do not record that a particular exchanger bundle always fights the crew, that a valve on the north side needs two people, or that this unit takes four hours longer to line out than the schedule assumes. That knowledge is held by the operators and contractors who have done it, and turnarounds are years apart.

Refining workforce: infrequent events, thin experience

No public occupational statistic maps cleanly to refinery operators, and the power plant operator category previously used as a proxy here is a poor fit — so no occupation figure is quoted on this page.

Sector-wide numbers exist but describe energy as a whole rather than refining: 8.5 million US energy jobs in 2025 (Department of Energy), and 76% of energy and utilities employers reporting an internal skills gap (Manpower, 2024).

Refining's specific problem is event frequency. A major turnaround on a given unit may come every four to six years, so an operator with twenty years of service may have worked three or four. Experience accumulates slowly and disappears quickly.

Refineries operate under OSHA Process Safety Management in 29 CFR 1910.119, with API RP 754 process safety performance indicators and EPA's Risk Management Program alongside.

API RP 754 asks operators to track leading indicators of process safety performance. Because that is precisely the reason. A large share of turnaround execution is done by contract crews who will be on another site next quarter, and the refinery retains the schedule risk while the knowledge walks.

Operators tend to accept this argument quickly, because they have lived it: the turnaround that ran long because the crew who did the last one was not available. Recording execution keeps the knowledge with the asset regardless of who holds the contract.
