Why a three-year apprenticeship still leaves a knowledge gap

The apprenticeship is not the problem and nothing here proposes touching it. Up to three years of structured on-the-job hours and classroom instruction is what produces a journeyman who can work safely on any system.

Any system, though, is the point. The apprenticeship teaches the trade; it cannot teach a particular utility's circuits, and those are learned afterwards by riding with people who know them. When a district loses several long-tenured journeymen at once, the trade knowledge is intact and the system knowledge is not.

Lineworker numbers and the three-year constraint

BLS counts 127,400 power-line installers and repairers in 2024, rising to 135,800 by 2034 — 7% growth, about 10,700 openings a year, and a May 2024 median of $92,560. The apprenticeship runs up to three years.

The pipeline is the binding constraint. The US Department of Labor estimates 81,000 electricians must be hired and trained every year for a decade, and BLS counts about 73,500 electrician openings a year through 2032 driven by growth and retirements. You cannot hire your way out of a three-year training requirement.

What this is not is a retirement cliff. NRECA reports electric co-op retirement eligibility at 9.7%, the lowest since 2016. The exposure is concentration of system knowledge in long-tenured crews, not a mass exit.
